I think they are done correctly, but the server are being continuously updated with new packages and you may catch a non correct structure now and then. They have an schedule, I "think" it is best to upgrade during the weekend. I think, maybe someone knows better.
And read the warnings in the factory list before doing the update.

I then reinstalled rpm-4.4.2-182 and no problem. I think the problem is the rpms themselves only contain the version 4.4.2 and not the build numbers.
