For each repository it downloads a tiny file (repomd.xml) containing
the timestamp and checksum of the other metadata files. The other
metadata are only downloaded if the repository has changed.


Check the Subject: line again. The bitch is about refreshing the repos when all that is being performed is _seeing_ which repos are available. By all means refresh if new repos are added.
