To file bug report you don't need anyone's permission :-)
As no one here has idea what went wrong, that is next step.
Though, somewhat different error mentioned in opensuse-kde mail list, would be
cured by adding missing repository:
http://download.opensuse.org/repositories/KDE:/Qt44/
In your case it seems that there is missing some package, but you never
mentioned that zypper or YaST complained about. I got almost the same error
using YaST to install and leaving out package strigi. It happened right after
10.3 release, strigi wasn't pulled in as dependency.
Can you restore ignored dependencies in YaST. It should be located in manus at
the top of yast software management window.
