Default in KDE is to restore previous session, which is good when there is no
problems, but if something is not working than it can be saved in session
settings, when you log off, and restored when you log on.

Set session management to start with empty session, and see if that helps.
It made trouble with konqueror, it can be source of trouble with
KNetworkManager.
