This is not possible with CUPS.

Reason:
The queue name is a value which is too deep in the system
with too many relations to whatever that it would be
possible (with reasonable effort) to change this value.

Think about
- currently active printing jobs for the queue,
- pending jobs for the queue,
- classes which have the queue as a member,
- instances for the queue,
- ...

As far as I know there are printer config tools which fake
as if a rename was possible but what they actually do is
to delete it and create a new queue but I don't know
what happens for the above mentioned cases.
