Right. That's where the mail is actually stored per user. However the
filter and config settings are not stored there if you look carefully.
Still trying to track that location down.

Oops. Didn't read the problem close enough ;-)

I read that kmail keeps it filters in the /opt/kde3/share/config/kmailrc under
the [Filter XX] section.
