You risk the same user that can't edit the config file booting into
the "wrong" kernel.
Even if the option was to un-install the old kernel after the new one
boots for the first time... that would be fine. The way it is setup
now is very bad. At diffrent times on 11.0 I have had differnet
systems not boot up after an update.
When you are trying to talk a non-technical user into fixing it the
situation is very frustrating. It would be nice to tell them "Press
down arrow and enter" and it just boots into the old kernel.
