Well, OK, the one that came with the 11.0 liveCD didn't.
But I've updated since then ... currently running
kde4-k3b-4.1.3.svn881374-4.7
and just burnt a stack of CDs. Do remember to load the codecs etc.
It depends on what you are burning.
Data ... audio ... video.
I burn data. K3b complains it can't find codecs but I don't care.
Try telling YAST to search for k3b and see if any codecs show up.
Try the opensuse-codecs-installer.
Failing that, try google.
