I confirmed that rpm hadn't lost its mind:

libgs.so.8()(64bit)
libijs.so.1()(64bit)
ghostscript-library = 8.62-17.1
What is up with Yast?? Before I file a bug report I want to confirm that
someone else is seeing the same thing. Thanks.

I confirmed that 11.0 with most recently available updates applied (possibly not a factor just mentioned) replicates your tests and results exactly. IMO, you have found a buglistable bug. I suggest filing the report....
