Did you load the required module(s) ?
I had a modem with a Conexant chipset in it and it was not a 'proper'
modem but was driven by software.
One had to go to the Conexant site and download - and pay for - the
software/driver for the modem to work.

What about trying the OEM drivers from Dell?
http://linux.dell.com/files/ubuntu/hardy/modem-drivers/hsf/
"rpmbuild -ta hsfmodem-{version}.tar.gz" will generate a rpm package
for your distro version.
