Hmm, you need to install the package OpenOffice_org-branding-upstream to get
the splash screen.

Alternatively, you might get OpenOffice_org-branding-openSUSE from a newer
distro.

I have just fixed the spec file, so the next version will require it even on
openSUSE-10.3. The branding packages were introduced in openSUSE-11.0...

I reinstalled the
icon theme for OO which was supposed to put the icons in:

Looks fine.

Which it did, but open up openoffice and there are no icons, even after
changing tools -> options -> view and playing with the icon scheme setting
(crystal, tango, etc...)

Additionally, (I don't know if this is related), but, branding isn't
working and the file size is Zero??

Heh, it is looks strange. To be honest, I am not sure what this is for.
Anyway, it is zero size on all my systems and I see the icons, so it is not
root of the problem.
