You can't add them to the panel if the widgets are locked.
So first unlock the widgets. the open the launcher, and right click
and the option will be there.
Don't run with the widgets unlocked in 4.3.1. It is simply not stable
enough and your desktop will get screwed up at the first puff of wind.
After upgrading to 4.3.3 its somewhat better, but even there my desktop
has 6 activities for 4 desktops and none of them have the RED X to remove
the extras. Every once in a while one of these extra activities will appear
on a desktop without my bidding. Its times like these I would like to have
a workshop screw vice bolted to the chair of the developers who release this stuff
and ignore bugzilla.
