Try running kbuildsycoca --noincremental. This rebuilds the cache of all the
.desktop files on your system, including those that define the kcontrol tree.

However, if your sycoca was broken, I'd expect you to be telling me that your
K menu wasn't working and that apps weren't finding their plugins.

I rarely use it so I guess I didn't notice until now. so your sycoca idea may be
gaining traction. What do I check for it?
