When I try to set up a new virtual machine using virtual box 4.1.6, I

Windows XP Home Edition Setup

Setup did not find any hard disk drives installed on your computer.

Make sure that any hard disk drives are powered on and properly
connected to your computer, and that disk related hardware configuration
is correct. This may involve running a manufacturer supplied diagnostic
or setup program.

Setup cannot continue. To quit Setup, press F3.

Note that I HAVE set up a hard disk in the virtual machine - in fact I
set up 2 of them, hoping that I could get the 2nd one to work. One is
SATA, the other is SCSI. They are both dynamically allocated.

I have searched the virtual box forums and not found anyone else with
the same problem. Any ideas?

I got it to work. For some reason VB didn't like having a SATA
controller for my virtual drive. I switched it to an IDE controller and
the machine read the virtual drive and was able to install windows and run.

The mystery "some reason" is as someone else pointed out, Windows XP before service pack 3 does not contain any sata drivers. It's not a VB problem.

If you want to create a virtual machine that presents an sata controller, then you can't expect an OS that is too old to know about sata controllers to work on it.

You need to have an sata driver floppy image ready during install, or else find or create a "slipstreamed" SP3 windows xp install cd.

Or, as you did, tell VB to present an ide controller instead of sata.
