Why does setup no longer have this opportunity, OR why can't it not
see both printers if the last is the issue in focus ?.

two things. Yast never found network printer because it's blocked by the firtewall. SuSEfirewall stop (SuSEfirewall after setting printers) allows you to discover printers, but make your computer at risk.

or simply give the printer IP if you know it.

second, there is a nasty bug in yast or cups that makes the ppd file unvisible when first launching. Load yast, add printer, scan device files (don't know the english words, it's the button at the far right), go out of yast, reload.

discover again (up button) should find your printer and hopefully now the drivers are accessable.

Just did in my fresh 12.1
