Deleting ~/.cache/chromium and ~/.config/chromium will reset your settings to

/etc/chromium/master_preferences has the default set to 'false':

There is no update-alternatives config for browsers, so my only guess is that
this gets set in either gtk or qt4 somewhere... Bummer....

Anybody else figure out where this 'setting' is actually located?

Not as hard as you are making it :^)

Configure Desktop (aka systemsettings) --> Default Applications -->
Web Browser --> [input your choice]
