Web interface has links for Reply, Reply-all, and Forward.
You simply hit reply all and clear any fields you don't want.

Its a bit of a pain.

But you are free to set your Gmail to use Imap, install Thunderbird, and use the
reply to list feature. Best of both worlds, free mail storage, synced everywhere
and full controls.
