Virtual Consoles disabled

Running UBUNTU Hoary, GNOME 2.10.0. Since a fairly recent update, I find I no longer have LOGIN running on the lower Virtual Consoles. If I switch out, all I have is a blank screen (or the last screen-full of boot output). Clearly I got something mis-configured. Can anyone advise me what application is supposed to fire off the various VC's. I would imagine it's in INIT, but that's not something to play with blindly I suspect. As it is, I can function using a terminal session and su; if I screw up INIT I might not be able to do anything at all. -- David A.
