I deleted the beginning of this thread, so forgive me if I'm covering old
ground. Check for the existence of

/etc/apache2/mods-available/php5.conf
/etc/apache2/mods-available/php5.load

and the symbolic links to both in /etc/apache2/mods-enabled

These are part of the libapache2-mod-php5 package...
