This still doesn't tell me what percentage of the cpu it is using (clearly not 0)
Most of the time a lot of programs go to sleep waitng for something to happen. 0% CPU for a process is common. It could be waiting for a signal that never happens. In fact, strace the process and you could find it sleeping.
