A reboot did not help but the problem was an old option in the
configuration file /etc/default/hal . I removed it and now HAL does
start properly.

Sadly, it did, and I never figured out the actual problem, which I'd
like to have done. I think I put it down to a dodgy USB storage drive
though and just replaced the device.
