I use Azureus too. I think it's in Metaverse, actually. My
experience is that the client doesn't make that big of a difference in
download speeds. It all depends on how many people you are connected
to and what their connections are like. 20 isn't all that much, and
if a lot of those people aren't uploading to you pretty quickly, then
15 kb/s seems pretty normal.

I use azureus a lot -- I think it's in universe -- the app has many
features, lots of which are probably overkill, but it's worth a try.
