Hmm, on my system (also Edgy) I get:
$ apt-cache search apcupsd
apcupsd - APC UPS Power Management
apcupsd-cgi - Cgi for APC UPS Power Management
apcupsd-doc - Documentation for apcupsd
gkrellmapcupsd - gkrellm plugin displaying the current processor speed
$
I think that the package is in the "universe" repository, so you might
need to enable that for it to show up.
