Not really, but FWIW,

http://cn.archive.ubuntu.com/ubuntu

is accessible from here (.au) , via browser,
including the ubuntu directory, pool etc Last modification date appears to
be Jan 16 2007

Look closer, though. Look at the dapper-security portion, for example.
Compare the files in /dists/dapper-security/Release with what's actually
in the pool. All the recent updates (in dapper-proposed,
dapper-updates, dapper-security, dapper-backports, etc.) are missing
(404s) or "temporarily unavailable (503s). It's like when mirroring
they downloaded the various Release files but forgot to actually
download the pool contents.

I can update from other sources, but at a literal order of magnitude or
two slower rate.

Who is the person/group I'd get in touch with to find out what's
up/report a problem with a mirror?

Rather slow to load though.

Loads just fine from within China. ;)
