I just install network manager on my laptop running 6.10, and would like
to know if it's normal for it to ask me to enter the gnome keyring
password twice to run nm-applet.
I'm sorry to tell you that it is very common. I had like 4 password
prompts once.
The bug has been added to the bugtracking system and it's also on
upstream bugzilla.
