The other alternative is to use the *alternate* install ISO. It's a
text-based installer, and should bypass the problem that you're having.

I had the same problem with with Ubuntu. There was no really good
solution, but you can right-click on the window in the panel and MOVE
the window where you want it. I am not absolutely sure if Xubuntu is
able to do that, too, but I think so (don't really know the xubuntu
panel...).
