Very good that it worked, and the problem is solved.
In the first place, the console was showing no such file or directory
because you were not in that very directory where you have downloaded
the file. Most probably, if you used Firefox, the file was in
'/home/jeff/Desktop', if 'jeff' is your username, and when you opened
the console you were standing in the '/home/jeff' directory. If you
changed the directory by 'cd Desktop' and then issued the 'chmod +x'
command, it would have worked. Bash was not getting the file in the
place where you issued the command. Anyway, you don't need it anymore.
But if you have not deleted it, the downloaded Google-Earth file is
still there, occupying your HD space.
