I think if you add the line:
In which file should I add "export LANG=cs_CZ.utf8" so that it is
respected by
applications started via GUI instead of the command line?
LANG=cs_CZ.utf8
in /etc/rc.conf and reboot, then it should work. (i'm not sure if ubuntu
uses this file, but it works in gentoo :P)
