I think if you add the line:

LANG=cs_CZ.utf8

in /etc/rc.conf and reboot, then it should work. (i'm not sure if ubuntu

Such file does not exist in Ubuntu. Even if it did, it would change the
language system-wide, for all users. That's not my purpose. I want to change
the language for a single user.
