Such file does not exist in Ubuntu.
Ummm.... why yes it does. And if it doesn't on your system the file
simply contains:

#!/bin/sh -e
#
# rc.local
#
# This script is executed at the end of each multiuser runlevel.
# Make sure that the script will "exit 0" on success or any other

# In order to enable or disable this script just change the execution

Even if it did, it would change the
language system-wide, for all users. That's not my purpose. I want to change
the language for a single user.
