/etc/rc.conf doesn't. /etc/rc.local does.
And if it doesn't on your system the file<...>
simply contains:

Even if it did, it would change the
language system-wide, for all users. That's not my purpose. I want to change
the language for a single user.
I don't use Kubuntu myself. With regular Ubuntu, when you choose the
language in the login manager, it sets $LANG appropriatelly. You can
also set environment variables for your whole GNOME session in
~/.gnomerc.
