I don't use Kubuntu myself. With regular Ubuntu, when you choose the
language in the login manager, it sets $LANG appropriatelly. You can
also set environment variables for your whole GNOME session in
~/.gnomerc.
I created ~/.gnomerc with a single line "export LANG=cs_CZ.utf8" but it did
not cchange language for GIMP.
