Change default window manager

How do I change the default window manager in Ubuntu?

Not in KDM, that is easy, but on a system level, somehow via .xinitrc, so that
fluxbox is started when I run vncserver.

In Mandriva this was done via ~/.desktop.

I tried to create ~/.xinitrc with "exec /usr/bin/startfluxbox" but it did not
help.
