My neighbor just built a new computer. The MB came with a nice video
card but he purchased a GeForce 7900GS duel monitor support card as
well. We are going to install XP and Ubuntu. But here is the thing: if
you have three video ports, can you run them? More importantly, can you
run them with Ubuntu?

Yes - multiple video cards as well as multi head video cards are
supported in Ubuntu. I think you'll usually end up editing the
xorg.conf file by hand however. There are decent docs on the forums and
elsewhere depending on how you want to set them up. There are options
to consider like whether to use nvidia's twin view or xinerama or both
or...
