the destination.

Surely that would be "No route to host" rather than "Operation not
permitted"?

I don't remember the last time I saw a "no route to host message" -
I'm not certain it's still used. I almost (but not quite) feel like
emptying my routing table to test it now. But since I'm network
connected to the linux box, that seems like not such a good idea :-)

Just saw that error yesterday as a matter of fact, after a machine
defined in /etc/hosts failed to boot up properly (mucking around with
grub) and I tried to ssh into it by name.

I think the operation not permitted message is generated locally when
certain ICMP type 3 packets are dropped, so that probably is a firewall
problem.
