how to enable universe packages through black prompt

hello
i have a problem during installtion of ubuntu , and i want to enable universe packages to install cabextract
when i write this:
"sudo apt-get install cabextract" =>tell me "Couldn't find package cabextract".
so unverse packege must be enabled plz tell me the code to enable it plzzzz
