update-manager: problems upgrading debtags & adept

When runing update-manager (staring with 6.06), it twice requested
that I report bugs:

The upgrade aborts now. Please report this bug against the
'update-manager' package and include the files in
/var/log/dist-upgrade/ in the bugreport.
