As you can see I have the beginnings of a number of possible solutions but don't quite know how to complete them. Any hints? Any other possibilities I missed?

One possible simple way might be this:

http://www.tiddlywiki.com/

This is a portable wiki - it is just an html file with built-in javascript
and requires no server etc. You can have it on a hard drive or a USB
stick, or both, or put it on a web server as well. You can make it public
or private. I would think that backing it up or synchronising it would
be pretty easy. See also:

http://tiddlyspot.com/ for an on-line version

The license looks sort of BSD-ish, with a copyright notice - but, at first
glance, I *think* it is "Free"... IANAL etc. etc. ;-)

You can also have an RSS feed for it.

Worth a look as a personal note-taking solution.
