This is why I use digikam for this purpose.

some quick googling didn't turn up an easy way to change that setting in
nautilus-image-converter, however it did turn up this site:

..from 2006 where the author has a similar problem. he includes a GPL'd
script which you can use and edit, where by default the quality setting
is at 80.
