I'm not *really* sure on this... but shouldn't the file be ~/.fetchmailrc ?
Furthermore, 550 Authentication Required shows something went wrong
with the authentication... not sure, but maybe this can be of use:

If you're not sure if your ISPs mail server runs POP3 or IMAP, just
use "AUTO" in the .procmailrc file - something like this:
poll isp.mail.server with proto AUTO
