The GIMP will do it. Create your picture with multiple layers; each
layer is another image in the animation. Be careful with transparency;
each frame completely overwrites the previous frame. When you save, do
so as GIF. At that point you will be given the option to save as an
animation; the next dialogue will let you set the delay between frames.

I have used Gimp to make animated GIFs without difficulty. There is a
video available which explains the method quite well. You can find this
on www.meetthegimp.org and, if my memory is correct, it is episode 20.
