The GIMP will do it. Create your picture with multiple layers; eachI have used Gimp to make animated GIFs without difficulty. There is a
layer is another image in the animation. Be careful with transparency;
each frame completely overwrites the previous frame. When you save, do
so as GIF. At that point you will be given the option to save as an
animation; the next dialogue will let you set the delay between frames.
video available which explains the method quite well. You can find this
on www.meetthegimp.org and, if my memory is correct, it is episode 20.
