sudo apt-get install joe

Worked for me.

It appears that the joe packages have been moved to a special
depository and you need to get that in your system. I am a joe user too
and it is a wonderful editor.

I learned you can use gedit from the command line. It is an easy
editor and if you start it with sudo gedit filename it will edit root files.
