It appears that the joe packages have been moved to a special

It's in universe :) Not particularly "special"...

$ apt-cache policy joe | tail -1
500 http://mirror.pacific.net.au feisty/universe Packages

Feisty, Peter? That's so yesterday...

Yes, but the frame buffer *works in a tty - without fiddling around in
initramfs-tools config* etc... ;-) And the console fonts don't
disappear when you switch virtual terminals à la Hardy.

See:

https://bugs.launchpad.net/bugs/129910

(now finally fixed, thank goodness. It only took about 7 months...)

and

https://bugs.launchpad.net/bugs/201591

(also supposedly fixed with 2.6.24-13 , but the corresponding
ubuntu-modules package has not hit the hardy repos yet... )

I will switch to Hardy, but only if it respects the needs of those with
eccentric ideas ;-) See .sig

By the way, I currently have various peculiar and different installs of
feisty, gutsy and hardy here on two machines with multiple boots... Gutsy
doesn't really do anything spectacular that I need. I hope Hardy will be a
good all-rounder:- Dapper was...

Alternative is to return to Debian from whence I came :)
