I assume that you mean a post of mine, so let me try to shed some light,
although I don't use KDE. Note: this whole thing about dapper-updates
only applies if you are currently running Ubuntu 6.06 (Dapper). If you
are running 7.10 (Gutsy) simply follow these upgrade instructions:

BTW, I couldn't find
Dapper-Updater, or whatever it was called, in the
K-menu anywhere or with aptitude search.

We were talking not about a package to install, but about a separate
software repository, which is named dapper-updates. In case you don't
know, the software in Ubuntu is separated into different repositories
that serve different purposes. You will find an introduction to
repositories here: https://help.ubuntu.com/community/Repositories

In general, follow these instructions to upgrade from 6.06 (Dapper) to
8.04:
