another interesting video problem VLC won't play dvd

I've run across several dvd's that do not work in VLC and Totem. Error
message from Totem is 'are you trying to run dvd without libdvdcss?' Do I
need to download this and if so would you suggest a site? I found many
versions on /linux.softpedia.com. Some are debian, others redhat and the
other labeled sources mirror one. What should I do?
