Alright this is how it worked
I tried to boot ubuntu and create a new partition with ubuntu's
partition editor. failed
i defragmented my HD in windows and tried again failed
I decided to try and use WUBI
wubi worked fine, i was getting ready to reboot into ubuntu but i
thought i would check some of the drivers i would need for wireless.
firefox wasnt working. then i checked my email to see if that page
still worked. wasnt working properly. i reinstalled firefox thinking
that was the problem, still didnt work. then i thought maybe if i
restarted windows i would have better luck.
Windows shut down never to be able to boot up again.

Somewhere on all the software you used it says you should back up all your existing data. It sounds like you got to the stage with Ubuntu that you installed grub. To start windows you need to select the windows start on the grub select window.

See if that works.
