Gedit is able to detect changes to an open file - it brings up a warning.
It also detects if the file has been moved and presents the user with
"do you want to save" dialog - though this can be confusing: the file
edit flag isnt set, so it appears saved (this has caught me out a
couple of times).

Kate, the KDE text editor, also warns the user when the file on disk
has been changed/ moved by another program.
