cannot find add/remove program in application



It seems somehow the add/remove programs disappeared, and also the synaptic
package manager. I tried installing the package as if it was missing, but it
came out like this

admin@laptop:~$ sudo apt-get install synaptic
[sudo] password for admin:
Reading package lists... Done
Building dependency tree
Reading state information... Done
synaptic is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.


If there is any help to how to fix this problem. Thanks.
