Well, your browser appears to be trying to go through a proxy server on
it's way to the site you actually need to go to, according to your error
message there, and the proxy server is not configured right to boot!
Does your internet connection normally use a proxy server? I have no
idea what the settings for it would be if you do, and I haven't had an
account that used one for over tens years, so I don't know if I could be
any help with that anymore.

You could try bypassing the proxy server long enough to use wget to
retrieve that file. I'm pretty sure that shouldn't cause you any
problems. Is your web browser connecting without any problems? If so,
you could create yourself a quick and dirty web page, that only contains
that link from the wget command line, load it in your web browser, then
right click the link, and select "Save As" in your browser.

Of course I have no idea where wget is saving that file to, so I don't
know where to tell you to save the file on your drive either. I suppose
as long as it gets saved somewhere that the "apt -key add" command can
find it, it should work.

If that proxy server is part of your isp's setup for your connection,
I'd suggest giving them a quick call. If it's not, dump it for right
now, as you aren't really gaining all that much in privacy by using it
anyway.
