You pay for the license.
The product key is just an artifact of the license, just like the
media. Microsoft lawyers would say that this is illegal.
This is technically against the EULA, yes, but I'm told there is good
reason MS has never tried to defend the EULA in court.
FWIW, MS will supply you with replacement media at some cost (IIRC,
it's about $20 or whatever that is in local currency). Some OEM
builders do same (Dell ship it for free in the UK, I think).
